Kellie Carpenter Rotunno founded R2O Consulting LLC in 2017, after serving nearly a decade as the Director of Engineering and Construction and Chief Operating Officer for the Northeast Ohio Regional Sewer District (District).  During this time, Kellie led the ramp-up and implementation of the District's Capital Improvement Program, including the Combined Sewer Overflow Program. Under her leadership, the District was able to:

• Increase annual CIP execution from $40 million to more than $250 million annually.

• Deliver nearly $2 billion in capital projects without unresolved construction claims and no litigation. 

• Identify more than $600 million in Value Engineered cost savings off the original $3 billion CSO Program costs.

• Complete high-risk underground construction projects at 12-percent average under awarded contract value.

• Deliver construction projects with change order percentages below 3% average.

 

Prior to her tenure at the District, Kellie worked more than 20 years for several large, national A/E firms. The breadth of her engineering experience includes:

• Drinking Water 

• Airports

• Stormwater Management

• Environmental permitting

• Hazardous Waste Management

• Phase 1/Phase 2 Site Assessments

• Remedial Investigations
